OverSite lets you attach notes to components.

OverSite - Website and Software UI Wireframe Tools - Notes and Annotations

Once wireframes have been created, OverSite allows you to annotate the wireframes by attaching notes to the components. Notes are made up of three parts:

  1. An ID. Each notes' ID is auto-generated by OverSite, although you can override the auto-generated value.
  2. The type of component being described (e.g. Button). As with IDs, OverSite auto-generates (but allows you to override) this value.
  3. A detailed description created by you

Notes can be attached to whichever specific components you want. You can also configure OverSite to automatically attach a note to every new component. Notes appear in the Notes tab of OverSite; you can also print notes and export them to PDF.
